Whats the latest, not-so-greatest?
I want to get an internal HD that hits that price/size/quality point of 8/10
Not looking to buy tomorrows tech.
This will be drive used for back up and it will be backed up so it doesnt have to be fail safe, as if there is a thing
I think SSDs are out of the question due to price.

Smaller sizes of SSD aren't too expensive larger ones are right now, 1TB/2TB HDDs aren't bad. There aren't very many HDD brands, Western Digital, Seagate, Toshiba, HGST to mention some of the more common names. HGST was Hitachi which was IBM, may now be part of Western Digital.
I don't know that there is really too much to say here. The first thing that you need to determine is how large a drive you need to accomodate all your backups plus some room for potential growth of your data or multiple backups. Once you determine a size that fits your needs, you may be able to save a little money by going with lower performance drives such as a drive with a spin speed of 5,400 RPM rather than 7,200, 10,000, or 15,000 RPM. Since you're only using it for backups speed is not likely a large issue for you.
Not a whole lot more I can add. Drives from various manufacturers tend to be roughly the same price. You have some variations such as NAS drives that are specifically designed for continuous 24 x 7 use, but there's not too much more I can think of.
Seems like the sweet point for price per gigabyte is around the 8TB size these days. Going REALLY large, like 16TB starts getting pretty expensive.
I'll leave it to others to point out at especially good deals if they are aware of any.

WD Black drives are performance oriented and cost more. If you don't need the performance (typical for backups), you can get an 8TB drive for around $130 or maybe even less.

IMHO, It is also about reliability and warranty. The WDC black has a 5 yr warranty. Depends on what your expectations are.
My backup scheme is
system (separately data) -> internal 2 TB Raid 0 SSD -> external WDC 6 TB HDD -> less reliable external HDD -> offline storage over time
Also my data (photography) bulk storage is on the 6TB drive
My reliable backup storage is the middle 6TB drive.
