Yes, even on Ryzen,lowering max CPU from 100% even to 99% sets processor on the base frequency. Setting minimum CPU to about 5% allows most cores into sleep state on low idle usage. Good part is that Ryzen is very fast to jump to max frequency when needed although that makes it feel "jumpy".

Apparently the Windows Maximum Performance power plan is more than the just setting the CPU at maximum boost speed, there's supposed to other maximum performance related features working in the background. Max performance may benefit your benchmarks and gaming.

If you use it for gaming and don't want the CPU constantly locked at full speed but still want the 'performance plan' optimizations you can create a custom power plan and set the minimum processor state from 100% to 5%. This way the CPU will clock down when needed but the still have the benefit of the maximum performance power plan.

Yes, I modified all power plans in respect of min/max CPU and at least disk sleep (that's same as making a new PP). Even have a program that can ad more functions to PP like CPU frequency, not only %.

Power Plans and their options are same for Intel, only difference is in custom plans specifically for Ryzen. AMD Ryzen Balanced comes with chipset drivers and 1ismus plan is from a Russian guy that also make custom BIOS for Ryzen only. He doesn't like Intel
