One my HW info post a while back. It seems it was the AMD power plan, I switched to Windows balanced and it shows cores dropping.

    Attachment 281247
Interesting. What is the difference between the AMD and Balanced plans?

Not much if any. I can't find no difference although Ryzen plan was supposed to help distribute core load better but 10 has that now too. There's also 1ismus power plan 1usmus Custom Power Plan for Ryzen 3000 Zen 2 Processors | TechPowerUp but I can't detect any change with it either.

NEW - AMD Ryzen™ Chipset Driver

NEW - AMD Ryzen™ Chipset Driver Release Notes (2.04.28.626)
    https://www.amd.com/en/support/kb/re...et-2-04-28-626

AMD Rysen balanced / Windows balanced/Ultimate Performance/ 1usmus Ryzen ,bench about the same for my system.
The outliers / High performance - and of course Power safer

Do your Ryzen CPU's get locked into full turbo boost and max voltage in high performance mode?

Yes, it reaches almost max boost on one core (at a time) 4.379GHz and over 4.25 on others but best benchmark scores are still with 1ismus power plan which I modified only in two places, Minimum CPU at 5% and disks sleep to 0.

Max performance is just like an on/off switch, the real power saving features lie in the CPU power states. For Intel this is C-States. Unfortunately I am not familiar with Ryzen power states.
