A little bit of both. 90% of the noise is from the AIO fans. They are 7500 rpm and no matter what program I use I can't slow them down any lower than 2500rpm unless I use the ZERO rpm setting in iCue.

Those fans should be only 1600rpm max if they are the included ones. Are they different fans (Delta's?) ? I would perhaps try plugging them direct to your mother board headers and using its software or something like speedfan to control them.
