Apparently in my case it comes down to core clocks i tried to do a run with 4.6 Ghz almost but no Cigar

Very hard to get this chip to that freq because Broadwell-E is bad at Overclocking i got a Lucky chip most can't get further than 4.4Ghz

Have you ever thought about, taking the time to oc each core, individually?
I would get bored to quick to finish the task

I tried that when i first built it but it wouldn't lock in 4.6 on one core

Basically i got all cores to run 4.5 but even getting one core to go high doesn't work The 6700K on the other hand has more room if i push it but for now my numbers on this machine are pretty Phenomenal so i can't be all that sad i pretty much closed the Gap anyway

I also did some Bios flashes but has mixed results so i reflashed my original Bios because it seemed more stable for the GPU supposedly the Power target 125 Max is for aftermarket PCB 150Max is the power target for FE Gpu's i was thrown for a loop thought it would be the other way around
