But temps(even when delidded) will always depend on ambient temperatures of the room when on air and water.

Did you see how much thermal paste I put on between the IHS and the cooler? I think I may have applied a bit too much there but that can be done again. I was also watching Gamers Nexus delid video and Steve talked about how putting the right amount of gasket silicone to reseal the lid can affect temps quite a lot, too much will have the IHS sitting too high above the die. I may have used a little too much gasket silicone also. Happy though.

So after say a week of benches, gaming and stress tests is it pretty safe to say things are 100% successful?

No need to worry too much about using a little too much thermal paste, it's just wasteful(assuming you're using a non-conductive paste like Thermal Grizzly):

VRMs temps are through built in sensors, both temp and voltage(which creates the heat), just make sure your case has good airflow.
You have the Hero like I do, and those heat sinks are not the best, as they don't have any fins like an X299 Dark or even the X299 FTW K by EVGA.

So CPU temps don't influence the VRM directly, it's more the actual voltage going to the CPU and case temps...

I don't know what a good VRM temp is but before I delidded at 5Ghz the VRM would max at 55C which doesn't seem bad.. I haven't checked to see whether delidding directly affects the VRM yet.
