If your OS drive is formatted using the Master Boot Record you can use Brink's Tutorial to Convert Windows 10 from Legacy BIOS to UEFI without Data Loss | Windows 10 Tutorials. I have used this tutorial before to convert a Windows 10 installation without any issues.
If the OS drive is already partitioned with the GPT style you can use these screenshots as reference to change the boot mode to UEFI in the BIOS. You can decide if you want to keep the two Fast Boot options enabled.
So I change the BIOS settings based on the post above and downloaded prime95 version 26.6. running stress test at custom like the other post and a lowest score speed I see is 4.3ghz. sometimes 4.4 gigahertz but not at 4.8. it did for the first few seconds but then drops to 4.3. way better than 3.2ghz at first. But now need to do more editing.v I will do more when I get back from work tonight.
Before you run Prime95 again open HWiNFO - Download with the "Sensors" view window like I have with this screenshot. It will give you more detailed info and if there are any throttling events it will immediately show. Please take screenshots of HWiNFO before running Prime95 and again while running Prime95.
Have you checked the Event Viewer yet to see if there are any WHEA (Event ID19) warning errors logged?
How many fans are installed in the case?
To rule out high temperatures can you please set all the fans to high in the BIOS. After booting back to the Desktop open HWiNFO and let the PC idle for five minutes before running Prime95 again.
