I can't figure this out, the high performance power plan should keep the core clocks and voltage at 100%

It has to be a Bios setting, loaded up my other 4.9Ghz profile which stays at 4.9Ghz.

I wonder if it might be the AVX Instruction Core Ratio Negative Offset set to a value of 3 causing the down clocking. Does Windows 10 have any AXV instructions running in the background?

To know more about AVX read this and the links at the bottom of the article(you don't need to understand all of it, but the basics are squeezed in there). Introduction to Intel® Advanced Vector Extensions | Intel® Software

    Also:
    • Blender uses AVX2 in the render engine cycles.
    • OpenSSL uses AVX and AVX2 optimized cryptographic functions since version 1.0.2.[32]
    • Prime95/MPrime, the software used for GIMPS, started using the AVX instructions since version 27.x.
    • dnetc, the software used by distributed.net, has an AVX2 core available for its RC5 project and will soon release one for its OGR-28 project.
    • Einstein@Home uses AVX in some of their distributed applications that search for gravitational waves.[33]
    • RPCS3, An Open Source PlayStation 3 Emulator uses AVX2 and AVX-512 instructions to emulate PS3 games.
    • Network Device Interface, NDI® is an IP video/audio protocol developed by NewTek for live broadcast production, uses AVX and AVX2 for increased performance.

And anything running FPU's(floating point calculations) these days.

Thanks Cliff, I will take a look. I was getting the down clocking just on the desktop, none of the above type of software was running so I wonder if one of my background apps is using AVX or FPU.

It could be LLC, as LLC is designed to stop to high of a spike in voltage,
so for example, I need to set my Vcore to 1.4000v it have 1.3920v for a stable 5GHz OC.

You can test by turning off LLC and AVX instruction set, and validating using CPU-Z and Prime95.

But I highly recommend for daily computing and gaming to turn them back on, to prevent to high temp, and voltage spikes.
