    Insider preview issues

Hi guys, I wanted to post here to see if maybe someone smarter than myself and Microsoft can figure my issue out.
I am on the Insider preview program (yes I know and the rig is not a important rig that I can't do testing with it)
So my issue is this, Prior versions non insider build of Windows 10 (16299.xxxx) my Overclocking works perfectly, Any insider build from 17074 and onward my overclock will not work.
    My system is this
    ASUS Rampage V extreme
6850k@4.4-4.5ghz depending on how I feel
    32gb of 2400mhz ram overclocked to 2600mhz
    EVGA GTX 1070

With the insider builds of Windows 10 My RAM Overclock is working, The voltage I set in BIOS is working what is not working is anything to do with the CPU multiplier.
In my Bios I have it set up so all cores are sync'd to 44, in "stable" builds of Windows 10 this works perfectly and all cores run at a 44 multiplier.
Now in this new version of Windows what happens is 5 cores run at a 38 multiplier and one core which is considered the "best" core will go to 40

I usually run my system on the high performance power plan so it runs 4400mhz 24/7, new version of Windows I am also using the high performance power plan with the above results.
I know what you will say, "well just go back to the old version" problem is that is not going to help figure out what the issues is.
I have tried multiple chipset drivers,IMEI installs and BIOS is up to date.
I am including a couple of screenshots to show what I am dealing with

Did you Clear CMOS and try settings again?

I have yes with no luck.
I can literally go from stable build directly to insider build without changing a single thing on the system and it does this.

Still no luck trying to figure this out and cannot seem to get a response on the feedback hub about it.
