    He has no idea on how to of and doesn't need too.
    I tried to explain to him depending on the UEFI/BIOS he might be able to of by changing the base clock, but he doesn't even know what that is

    Then I told him about OCing his 1070 with afterburner.... no interest- a "typical user"(meant derogatorily and as a swear word))

    As long as his temps stay in check, boost on CPU & gpu will do the job well enough.
    I told him then just keep it cool.
