Internet speed varies wildly on one of several devices

I have a number of devices in my home that have access to my wi-fi router: an i-Pad, two smartphones, and my WIndows 10 computer. I run speedtest.net to test the speed on each device. It is always over 100 Mbps on every device except the Windows computer. On this computer, it can vary from almost ZERO to over 100 Mbps. This has been happening frequently. The modem/router is brand new from Spectrum. The network card was just replaced in my Dell Windows 10 computer. I think I need to call Dell tech support - but before I do, I'd like to know from you folks what the problem(s) could possibly be and are any of these causes fixable by myself. Thank you.

How do you test you need the pc your testing to be the only one turned on when you do this if there is something else on dowloading 50 meg the pc will only get 1/2 download speed. At the moment it may be a bad time to test if the pc is downloading the latest creator update

Naturally, I only have one device connected to the router at one time when I do a speed test. Perhaps I wasn't clear enough. Something has to be wrong in the Windows PC - but I don't know where to look.

Every device CPU and RAM will cause speeds to vary. Mobile devices like tablets and smartphones will vary more than laptops and desktops will with speed tests.

Thank you for responding. However, I respectfully say that your response was not helpful. I already addressed your comment. My PC sometimes slows down so much that it freezes - and that's without any other device in my home active,

Windows 10 keeps 20% bandwidth for QOS when you say freezes the pc or the internet run this and post BOTH files

Please download and save FRST 64bit or FRST 32 bit to your Desktop.

    http://download.bleepingcomputer.com/farbar/FRST.exe

    http://download.bleepingcomputer.com/farbar/FRST64.exe

Right click to run as administrator (XP users click run after receipt of Windows Security Warning - Open File). When the tool opens click Yes to disclaimer.

Make sure that Addition option is checked.
    Press Scan button.
It will produce a log called FRST.txt in the same directory the tool is run from.
Please copy and paste log back .
The first time the tool is run it generates another log (Addition.txt - also located in the same directory as FRST.exe/FRST64.exe).

Again, every device will test differently during speed tests. If your one computer is freezing, it has zero to do with network or internet connection. You are looking at other items causing the unit to freeze, not some speedtest.
