For the OP. You really need a router that you can go in and control the DNS that his laptop gets to and then control the network. You can use DDWRT that is already preinstalled on a router and possibly use a Captive Portal. It will mean start asking the right questions and getting pointed in the right direction. Otherwise set the ground rules that dad or mom takes the laptop when they go to bed and that it can only be used in their sight, with you being able to look at his activity, which can be done through a gateway better with a WRT firmware install.

It really depends on how open you are in knowing from all of us that have dealt with this as parents. I had to go in and figure out with a learning curve how to make it harder on my son and in the turn I learned a lot that I could do down the road if I need to.

Windows 10 can pass by the DNS setting at the router.

I did set at my router. But windows 10 or 7 can bypass the DNS setting. I just know how a standard user can change the DNS setting.

Try something to lock DNS like Dns Lock or NetSetMan.

Note, that it can be still bypassed using a portable browser like TOR.

You would need to setup a firewall to allow only your software to connect.

Not as a standard user, but he could boot Windows USB and change it there.
I guess you have set BIOS password and disabled booting from other devices.

In addition, I would also recommend to enable and create a password for the built-in Administrator account, then disable the account. This way he can't easily enable it at boot to use.

I did enable and set password the build-in administrator. Yesterday I was angry and reset it to factory.
