    Limited connection unable to fix

I did a resent fresh instal of window 10 and am now faced with a problem I cannot access the web through browsers. I have tried every fix I could find for Windows 10. I have tried setting up a hot spot on my phone to connect to, update drivers, rollback driver, unistall and delete, all kinds of cmd commands related to ip and netsh resetting, buying a USB wifi card, doing another fresh install of Windows 10, router reset, powering off and on my router. Everything I have tried hasn't work and my Ethernet and wifi both are connected but limited. I can test my wifi and Ethernet speeds with killer preformence sweet (my Ethernet and wifi adaptor maker) I set up a one drive and successfully used it. However if I try to go through the my browser or update my driver through my network nothing happens. I am at my wits end trying to fix this as this computer is my only one (am typing this through a phone so sorry for grammar and spelling). What can anyone recommend because I have no idea what's going on.
The network I am connecting to works for my phone and my roommate. New ip configs have not worked. New Ethernet cables nor ports have worked. You name it I have tried it and it hasn't fixed my problem.

Hi wetrestrooms. Welcome to the TenForums @wetrestrooms

Fill in System Specs, include Windows 10 version and build number at
System Specs - Fill in at Ten Forums

Is this a laptop or desktop. What wireless card and ethernet adapter do you have?

If you use an app does the app communicate back and forth with web server?

What AV are you runnings? Did you make any mods to registry or install any software to enhance privacy?

Have you gone to the manufacture site and downloaded the original drivers for device. (yes older drivers)

One other item that sometimes resets things, unplug, remove battery on laptop, hold power button twenty secs, reassemble.

Have you run these four commands

Run the following four bolded commands. Use a Command Prompt(admin) or Powershell(admin)
Do not key in info in brackets, there for your information.

ipconfig /flushdns (Clear the dns cache)
nbtstat -RR (release and refesh NetBIOS names)
netsh int ip reset (reset ip settings)
netsh winsock reset (Reset Winsock Catalog)

If you run ipconfig are you getting a valid IP address?
