    Windows 10 cannot access \\PC_Name

Hello, i have a network of 10 computers in my shop. 9 computers are running on windows7 32bit while one is running on windows 10 Home 32bit. All 9 windows7 computers are interconnecting with each other without any problem, but the windows10 computer doesnt connect with other computers (i already setup the network with name of pc and workgroup). Sometimes it connects and sometimes it doesnt. I turned on network discovery, file and printer sharing and turned off password protected sharing. Still same problem. If i again setup name of pc and workgroup it works for sometime, then afterwards again same problem....can anyone help me out?
Forgot to mention my windows10 pc has Kaspersky Total Security installed in it...

Netbios not working, check third party security software and Network device advanced settings. If you can get to them via IP, then it is not a Network issue, but a issue with the one computer that regardless that it is home, that you have Netbios blocked on.
