Hi.
You must open an Admin Command Prompt, not a regular comand prompt:
(PowerShell is the same thing - regular and Admin)
You can tell if you're in an Admin Control Prompt, because you'll get the UAC popup asking you to allow this program, and you'll see the cursor blinking after C:\Windows\system32 and not C:\Users\yourusername.

Please get rid of the log information you provided in post #29. You can EDIT POST and remove all the log information.
