I'm gonna step in here and make a few suggestions/screenshots. Give me a few minutes to reply.
In the meantime, please right-click your start button on the W10 machine and select Command Prompt (Admin) or PowerShell (Admin) and follow the instructions from page one:
Then post the contents of the file C:\IPConf.txt from the W10 machine here.Code:IPCONFIG /ALL >C:\IPConf.txt
Then type in the search (Cortana) box winver, select the top search result to run the winver command and let us know which verison of W10 you're running.

Okay, I noticed you said in your first post that something has happened to your W10 system, so that it's not connecting to things like it used to, as your XP machine still does. So, the first thing I'd like to do is check for malware and redirectors.
Please note all these tools are free/have free versions, and should be executed in the exact order as presented:
Download and run RKILL. This will temporarily stop any malicious items currently running on the system. It opens and runs in a command (black) box. When it's finished, it will save a text file on your desktop. Please post that log here.
RKill Download
Choose the Download now @ BleepingComputer and save to your desktop and run from that location.
Do not reboot. Everything RKILL does is temporary and is undone by a reboot.
Download and install ADWCleaner.
Downloads - AdwCleaner - ToolsLib
Select SCAN, then select CLEAN.
The system will reboot to finish the cleaning process.
Post the scan and cleaning logs which can be found at C:\AdwCleaner\AdwCleaner[S1].txt and C:\AdwCleaner\AdwCleaner[C1].txt
Run RKILL again.
Download and run JRT.
Malwarebytes | Junkware Removal Tool
This will also run in a command box.
Watch the Xs fill the space as it runs: [X . . . . . . . . ], [XX. . . . . . . ], and so on.
The log will be saved to your desktop. Please post that here.
Right-click your start button and select Network Connections.
Select Change Adapter Options. A new window will open showing your Network Adapter(s).
Right-click your Ethernet Adapter and select Properties.
In the Properties box, highlight the TCP/IPv4 line and select Properties.
Select Use the following DNS server addresses and input the addresses 208.67.220.220 and 208.67.222.222.
This will force your network adapter to use OpenDNS DNS servers for all internet requests.
Click OK to close all windows.
Once I have your responses, I will advise next steps.
Update to command prompt: Win 10 machine (the sickly patient) came back "Access is denied". The XP came back 'IPCONFIG' is not recognized as an internal or external command operable program or batch file.
Now to your other directions.

Bad news: Typed in RKILL, win 10 mach. went to the site. I then tapped download and win 10 machine came back "This site can't be reached"

Please download Version 2.2, install it to your W10 system, and make the following selections:
This scan may take quite some time. It also may be difficult or impossible to install until the other scans have been run, and the computer cleared of malware preventing you from getting online/running commands.
Please be sure that your W10 User Account is administrative level and not a standard limited user account.
