If you upgraded this machine from win 7 or 8.1 I would try an older driver, a driver built for 8.1.
You didn't mention what type of wireless card are you using.

This actually was a complete reinstall of 10 (I forgot, I redo it from an original download and spend a few days optimizing and setting it up.
Ralink n wireless card (Old). Computer is at least 8 years old with Quad AMD chip HP p6520f. It current has the current Microsquish update.
Then I would keep my recommendation. Find an older driver and I would also disable IPv6. This link makes the IPv6 disable and enable easy.

I recognize that you got updates on Tuesday. Some were updated to v1703 while others got patches to 1607. I have examples of both in my house. Could you share actual numbers, please.

I will try to find an older driver. This driver for this may be the only one, it is old. There never were updates.
You said the entire building is wired. Are all access points broadcasting same SSID?
If you run this toll you should be able to visualize the networks your device sees. Are there other open networks broadcasting a strong signal on same channel ?

For that card and system, the latest driver available from HP is for Windows 7, Ralink Wireless Network Controller Driver 3.1.9.0, 29 Mar 2011.

I have Windows 10 and the latest driver is from Mediatek from 2015.
Me, I would try Bree's driver's.
Some of these old adapters can't handle the new on Windows 10. Not sure what it is. My AC7260 will only run on Feb 2014. At least a dozen newer drivers since then, all a no go.
Would still be interested in understanding SSID structure.
Thats the Intel AC 7260? Thats interesting. I have the same wireless card in my Precision and I am running the Jan 2016 driver without an issue. I suppose it must also have to do with the system is in and the other hardware. It seems like people who have this card experience either extreme. It hardly works at all or with just a very specific driver, or it works flawlessly as is in my case.
