    Network discovery will not stay on and Function Discovery wont start


    I’m running Windows 10 Pro 64 bit, fully patched with 16Gb RAM; I performed a full wipe clean install just 25 days ago. Other than this issue, everything is working perfectly on this computer.

    This system is not on a domain, and there is no group policy set.

    When I go into network settings and tick the box for ‘Turn on network discovery’, it will not save. When I come back and check it, it is disabled.

    After reading many threads on this apparently common issue, I narrowed down the problem to the Function Discovery Resource Publication Service not starting. I believe this is the core reason why ‘Turn on network discovery’ will not stay checked. The Function Discovery Resource Publication service is set to automatic start, but it will not start; it gives the following error when I attempt to start it manually from the services.msc (with admin privilege):

    Windows could not start the Function Discovery Resource Publication Service on Local Computer

    Error 0x8007273a: An unknown, invalid, or unsupported option or level was specified in a getsockopt or setsockopt call.

    Here is what I’ve tried so far to troubleshoot this issue. Nothing worked. Please help me find the solution to this problem.

    Dependencies
    I’ve validated that all of the services that the Function Discovery Resource Publication Service depends on are running: HTTP Service, Remote Procedure Call (RPC), DCOM Server Process Launcher, RPC Endpoint Mapper. They all launch without error.

    System date/time
    My system date/time is accurate to less than 1 second.

    Troubleshooter
    I’ve run both the networking troubleshooter and the homegroup troubleshooter.

    Safe mode w/networking
    I’ve tried booting into safe mode w/networking, but I got the same error when I attempted to start the Function Discovery Resource Publication Service.

    MSCONFIG – disable non-microsoft services and disable startup items
    I’ve tried booting with all the non-microsoft services disabled, but I got the same error when I attempted to start the Function Discovery Resource Publication Service.

    Disabled antivirus and firewall
    I’ve tried disabling my Kaspersky antivirus and the windows firewall, but it did not help.

    Policy
    I had a few local security policies set, such as NTLMv2 only, but I removed all local policy set and it did not help.

    Ping
    I can ping other systems on the network with good speed and no dropped packets.

    SFC
    I’ve run SFC /scannow from an elevated command prompt and it found no issues.

    Delete files in PeerNetworking folder
    I’ve tried removing the files in this folder:
    C:\Windows\ServiceProfiles\LocalService\AppData\Roaming\PeerNetworking

    Network reset

    Make sure network is private

    Tried Click Notification icon >All Settings > Network & Internet > Network Reset (it's down at the bottom) > system will then reboot having set everything to do with networking back to default. Often works with Network issues when all else has failed.

    I did see that, but I've gone through it again and tried the suggestion on renaming the computer/workgroup...no help.

    You said you ran a couple of the Window troble Shooters. Long shot but you did not say you ran the Shared Folder Trouble Shooter. Worth a shot.

    Personally I would totally uninstall AV product, not disable, and see if it changes things. I can't help but think it has corrupted something with its filewall. No issue with product and they all cause glitches time to time. I know you ran Network reset. I was trying to see exactly what it did. Didn't get a lot of detail as to commands it runs.

    After uninstalling AV I would reset network again.

    One man's thoughts.

    I noticed in one article the suggestion was to try creating another user. Sorry if I missed it in your description, have you tried. May be worth a shot even before you ponder AV.

    Sorry about multiple posts. Was in my router today, always looking for speed, and I noticed I have a setting Network Isolation which when set to "On" prevents machines from seeing one another. Any chance your router has same. Mine is a Netgear.

    Not sure if / why / how Windows would change its setting based on router setting but I thought I would mention.

    I appreciate all your suggestions. I'll try them ASAP.

    I also have a Netgear router, but I'm running DD-WRT instead of the stock firmware; it is the only way to go on consumer hardware.

    Ok, I tried the shared folder troubleshooter and checked my router settings...no dice.

    I'll try removing the AntiVirus this weekend.
