Windows 10: How do I enable "Mobile Hotspot" without internet connection?

    Hello UserNumber00001, were you able to get around your limitations? I have the same need to create an intranet, i.e. without internet connection, to run my so-called internet appliances. Intel's WiFi adapters (Dual Band Wireless-AC 8260, in my case) do not generally allow hosted networks. I've read that older drivers (<18.30) may allow this feature. Another alternative is Connectify or Ostoto Hotspot, but I'm not sure if they require hosted network capabilities.

    It would be ideal to do this natively in Windows 10, for example, with some simple registry switch, because when mobile hotspot works (when I have internet) it works well.

    Sadly, no. Nobody else had offered any more advice, and I have not been able to resolve the issue. I'm still open to ideas!

    Hey Guys,
    I found (on Intel's site) that the Dual Band Wireless-AC 8260 does NOT support "Hosted Network Support". Thanks to this thread, it now makes sense: The Intel computer WILL support mobile hot spot and allow a laptop to connect, but ONLY if the Intel computer has an internet connection. Window's appears to be 'helping' me by NOT letting me create a hot spot if there isn't internet. I want a local IIS box over wifi and I don't care about internet either.
    I believe that the only solution is to buy another USB wifi device that allows "Hosted Network Support" and forget all about the mobile hot spot feature in Windows.
    PS: The only way (it appears) to start this at powerup is to create a command line batch file w/ "Netsh WLAN Start HostedNetwork". I'll bet Linux can do this in its sleep...

    I think, that's if this is a Windows driver issue, and not an Intel hardware/firmware issue.

    I know this is late but this issue is driver issue. On my side I have 2 computer running with Intel Dual Band Wireless-AC 8260 on Win 10. Both are unable to run "Hosted Network ". After installing driver version 18.33.0.1 on 1 of the computer, "Hosted Network" can be run successfully on the installed computer.

    Thank you for that, opp354. The latest one for Win10 64-bit as of today, December 14, 2017 on Intel's website is 20.10.2 The oldest version they have available is 19.50.0 from February 2017.

    Where were you able to get 18.33.0? Also, did happen to try though Linux, whether through a virtual machine or directly? Thanks!

    I get the driver from "snappy driver installer" program. I am running the Win 10 directly on the machine. If required I can try to upload the driver some where.

    This makes me so angry, of course linux does it with a few commands, that's why windows sucks so much when it comes to power users. Is so dumb: I just want to create a hotspot, to communicate my phone with my LAN ethernet network. Obligatory internet access?? WTF??

    That's why apps like Connectify exists. And work no matter what driver or crap.

    BTW, an Ad-Hoc network does not fit for everything: android phones don't support Ad-Hoc networks (also sucks). The other thing is that an AH net is not the same as a bridge with NAT, which is essentially what windows does when it can activate the stupid hotspot...

    Well, I'll keep looking, there must be a way. Or I'll have to trick windows into thinking it is connected to the internet...
