I also get sometimes the same message, but Devices are working , even with that "incomplete" setup. It happens when you "Pair" a Device and you have setup the Internet Connection as "Metered", so Windows is not connecting to the Internet.
It's not just Bluetooth that's affected this way, it's all connected devices - and that's where the solution is to be found. Look in: Settings / Devices / Connected devices. Here you can tell Windows to use a metered connection to get the info/drivers/whatever that it needs to complete the setup. Here's the 'before' and 'after' for my SmartTV, though it worked perfectly well in both cases. The same should work apply to your Bluetooth devices.
Wow - Thank you Bree for posting this! I've been searching for a fix to this since the "setup incomplete because of a metered connection" error started showing up for my Bluetooth headphone and was as not able to find a solution until finding your post with a clearly explained solution.
I had come across the Settings/Devices /Connected devices page, but since my headphone wasn't listed there I skipped making the change, and of course, there was no option under Settings / Devices /Bluetooth to make the change. It was non-intuitive (at least to me, and apparently the OP, Ivgandhi) until you pointed out that changing the setting under Connected devices should apply to all connected devices including Bluetooth even if the weren't listed.
