in windows 10 settings I have set up an ip camera - it's present in the list of 'other devices' at Bluetooth & Other Devices (see attached screenshot) but the camera app can't see it and neither can any other app. how do I get this to work in windows?

'ip webcam' is a device class; not a make/model. Even if it didn't come with a manual or URL for further info, didn't it come in a box with a manufacturer's name printed on it?
The fact that you apparently have an Android app showing the camera's output should indicate you that you need a corresponding Windows app to do the same... in Windows.

ip webcam is simply an app that makes a phone behave as a network camera. win 10 settings shows this camera as present. it doesn't make sense that the camera app cannot detect a camera that is present in windows settings
Umm... your 'IP webcam' is a hardware device.
Windows calls it an 'IP webcam' 'cos it doesn't know any differently how to work out its manufacturer or capabilities until you 'feed it' with a 'hardware driver' then a Windows app to deliver the results.
Any camera 'app' may provide access to the hardware device's output if it uses a generic hardware driver. You need more than that, especially as you haven't yet mentioned how the 'ip camera' is connected to the host device. Via USB? Who knows? You haven't provided sufficient details... so it's a guessing game.
You need the specific device driver that hooks into the IP camera's capabilities. You also need an app that displays the feed from the camera based, probably, on an interface that allows you to tailor the camera's output.
Your starting point, IMO, is still the camera's make/model. Then maybe someone can help.
Actually, just go back to where you purchased the 'ip camera' from and tell them you can't make it work.
It may be Windows firewall.
If it's set to public rather than private you're gonna have issues with P2P...
thankyou for the responses here. can I please establish this is a NETWORK CAMERA. it's not a device that plugs into usb. its has its own url on the LAN which is http://192.168.1.179:8080/ and I can see the live camera image in a browser.
google is full of articles about how to connect a network camera and make it behave as a webcam - which is to add it in windows settings which I've done. the camera is present, I can see the camera image in a browser and also in settings I've turned all firewalls off but still the camera app doesn't detect a camera. neither does any other app.
