Yes, that's what I was thinking was the case, but I didn't have time to check it out. I think the reason is because Windows 10 accepts a Windows 8 or 7 key for the upgrade, and uses the same key.
You may be able to do a Windows Anytime Upgrade to your Windows 10 standard/basic using the Pro key that MS gives out on the TP download page, but I haven't tried that.

I tried upgrading the Windows 10 basic, too, the key was not accepted. Seems you are stuck with the basic edition if you upgrade from Windows 8 basic edition or Windows 7 Home Premium or lesser.

Did you use the Pro key? Or the Enterprise key? I don't think you can do an anytime upgrade to Enterprise.

Any way to keep files? If not, what drives should I get for my pavilion dv4 from HP and where?

Clean install keeps nothing. All software must be reinstalled after a clean install, all personal data backed up before it.
Short checklist for a clean install:
- Backup your personal files (documents, images, videos, music and so on) to an external drive
- Shut down the PC
- Disconnect all other external devices except mouse, keyboard and main display
- Boot the PC with Windows install media (DVD or Flash drive)
- Perform a clean (custom) install
- When installed, shut down the PC
- Reconnect your external devices
- Boot
- Run Windows Update until there's nothing to update
- After Windows Update is done, check the Device Manager to see which drivers are missing and download them from HP's support site at HP® Support. You can use Windows 8 drivers (mostly). I do not think you need to do this, however; talking about my own experience I have two HP Envy and one HP ProBook laptops, I have not needed to download a single driver for them, Windows 10 has found everything by itself
- Reinstall your software
- Restore your personal files from the backup
This is how I do it, other geeks might give you different instructions. I am not saying this my way is the only correct way to do this, I am simply saying it is a way to perform a clean install without any issues.
