Laptop connects to wifi-sense TWC Wifi network, despite my settings

I have Windows 10 Home, fully updated.

My next-door neighbor rents his cable modem from Time Warner, so there's an open network called TWC Wifi (and also a Cable Wifi). I have never manually connected to this network, and it doesn't show up in my list of "Known networks"--the only 2 networks listed there are my own network and my mother-in-law's. I've turned off Wifi-sense. Yet, virtually every single time I wake my laptop from sleep, I go to load a website and get the login for Time Warner and then notice that my computer is connected to TWC Wifi or Cable Wifi. Again, these are NOT known networks, wifi-sense is turned off... why does my computer still prefer these open networks over my own home network (the router is less than 10 feet away)?

I'm at my wit's end. Is this a bug? Is there any way to set my computer to avoid these SSIDs?

Can't you just go into the wifi settings and tell it to "forget" these wanted networks?

They're not listed. As I said in the OP, the only 2 networks that are remembered are my own and one other, unrelated wifi network with a different name.

Can try setting the priority of wifi networks. See the following link

I'm pretty sure Time Warner offer hot spots for their customers and they use those two names.
Any TW customer can logon using their TW user and password.

I can't understand why they would be invisible. Have you tried another device in your location to see if
they show up? Android phone, for example?

Hmm.. I could give this a shot, but it seems paradoxical that I would have to add these networks as profiles and then make my home network higher priority. Right now they aren't listed, and I have no desire to ever connect to them--not just when I'm home but if I'm traveling and some other twc wifi hotspot shows up.
I just want to permaban my computer from connecting to networks I didn't manually tell it to. Is that level of control gone in Win 10?

The networks are not invisible. I can see them with all of my devices. I just want to avoid connecting to them.

This is getting really frustrating. I just tried using the following command. Command prompt reported that the filters were added, and yet my laptop is STILL connecting to TWCWifi every single time I wake it up.

    netsh wlan add filter permission=block ssid="TWCWifi" networktype=infrastructure

    netsh wlan add filter permission=block ssid="CableWifi" networktype=infrastructure

Since it seems to be a wake from sleep problem, try unchecking the "Allow the computer to turn off this device to save power" in the power management tab of your WiFi device.
