    ugh...

Seems to be a number of steps missing here mackjay. When I click "connect" in my notification area I never see any firewall or Anti- Virus app things. So I am missing something here.
You have to go to your anti-virus program and look at the firewall setting. Be sure your network is set to "Private". Mine was defaulted to Public (Avast Anti-virus), when I changed to Private it made the connection work. In other words, your anti-virus could be blocking the Miracast connection.
This was on my PC. On the tablet I only have Windows Defender for anti-virus. I noticed the firewall is set to Private and the connection works on that as well.

    Okay

There is very little in my McAfee firewall settings that mentions or governs the "private" or "public" status of my network connection. IF I look under firewall settings I can find a section called My Network Connections. In there I can see my network. But the only hint here that this is a private or public network is buried one more layer, but it only says in the description that it was Automatically added by trusting a private network.

There is nothing here that lets me change that status. So, guessing at the missing steps, I go to my network and sharing and check there. Buried three layers down from the nominal windows "settings" app screen I find my connection in Network and Sharing under the Control Panel there is a item that says the network connection is Private. From HERE I can go to "advanced" settings and turn on things line "network discovery" for BOTH private and public networking. On my system all of the network discovery and automatic setup of connected devices IS turned ON.

Still my ROKU TV will not see my WIN 10 PC in the lists for allowed or blocked devices. It's a ROKU TV It is connected wirelessly to network and I get my streamed television in that manner. BUT I can not miracast from the WIN 10 PC to the ROKU TV even though the ROKU TV IS listed as connected under "other devices" in the "Connected Devices List" in the Settings app interface that WIN 10 uses.

So as far as I can tell from all of this is that I have met all of the conditions set forth here, and they fail. Unless there is something that I missed this did not work.

    Well now this is interesting.

Buried DEEP in the Network and Sharing Center, via a link on the left side menu is a link marked "Change Advanced Sharing Settings". Way down here, well away from ANYTHING you can easily find through the nominal WIN 10 settings options is this place where you change the sharing options of WINDOWS.

Here there are three major sections:
    Private [mine says] "(current profile)"
    Guest or Public
    All Networks

Private, Guest or Public, BOTH HAVE SEPARATE CONTROLS FOR TURNING ON NETWORK DISCOVERY

Then there is the All Network section in here I MAY have found my problem. In this All Network Section is a category called "Media streaming" with a link to choose options. HERE FINALLY I get a hint as to what is wrong. There is a button here to turn on or turn off media streaming. Mine is OFF by default. I am turning it ON to see if that changes anything.

I will return if THIS works.

This little beast my lay at the heart of a lot of people's problems. This area says my streaming media is not turned on. Yet when I press the button it won't work. I do NOT get the ok button to turn it on. At least I have something else to research.

    Fix

AWinter, I did what the other user stated of changing the network to private, you need to open the firewall settings and when attempting to connect you'll see a new network is trying to connect, you need to change that to private network and the firewall settings will allow the pop up and you'll be connected to your tv, hope this help.

    Thanks!

I'm glad to see this has worked for at least some. In case you want more info, here is where I found the solution for my situation. I use Avast anti-virus, but this may work for other brands. Scroll to the final message in the thread for the solution: https://forum.avast.com/index.php?topic=188367.0
