You could download it on another PC, upload it somewhere, then download it...

RE certificates. If anything is wrong it's hard to diagnose. There's certificates used by browsers and certificates used by windows.
Maybe it is worth running a scan:
Check for dangerous or unsigned Certificates with SigCheck
See if anything unexpected shows up.
I have one more thought. Check registry here:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL
Under SCHANNEL sukeys check that none of them are populated with any entries.
In other words when clicking these you should not see anything listed in the right pane.
If you see any entries export the SCHANNEL key for backup then delete anything in the right pane.
Reboot and test (if any entries were present).
I did check those, and nothing found. Seems normal to me.
On the other hand, it has been found in the meanwhile, that cmd -> ipconfig /all shows this status :
"Autoconfiguration IPv4 Address. . : 169.254.144.36(Preferred) "
It always used to be 169.168.0.1 until the date I encountered the issue in subject.
Based on checks of multiple websites concerned it also seems likely, that only those websites load, which are IPv6 compatible, whereas URLs verified as NOT compatible with IPv6 standards fail to load, due to security issues. (refer to IPv6 Compatibility Checker - Check if a website supports IPv6 )
Any idea how to put this right ?

I have restored advanced settings as you proposed and the miracle happened.
Realized earlier that IPv4 was not allowed and tried to switch it back, but still needed to find the appropriate configurations, like relevant gateway, subnet mask length, ...which I could not find out so far.
But this little trick has done the job all of a sudden.
