Home WiFi invisible on Windows10, but shows up on Windows7 ?

So my home WiFi networks will only show up on Windows7, but not on Windows10. I'm using the same computer, and same internal adapter for both operating systems. It's a dual boot and I just re-installed Windows again to try to fix the issue, but no dice. The only WiFi I can join on Windows10 is the iPhone hotspot with 'compatibility mode'. No other networks will show up. I bought an extra USB adapter for testing, and that also doesn't work while in Windows10.

Does Device mgr show any WiFi adapter errors?
Have you compared the two Device mgr WiFi adapter entries?
Do any networks get detected in both OS?

Does comparing the network entries in NirSoft WiFiInfoView reveal anything useful?
    - What frequency is the network that appears in one OS but not the other?
    - Do other networks of that frequency appear?
