    The only 2 settings are Ethernet and that has a red X and says Network cable unplugged and the other one is my WiFi Connection.
    Have you tried resetting your Ethernet, Brink made a tutorial.

    Also if it has not been mentioned I would try a different Ethernet cable.

    I recently had a problem with my Ethernet card, I thought I had to buy a new one but I just took it out and blew all the dust out of the case with my shop vac in reverse and then wiped the contacts of the card with my shirt and bingo it started working again.

    I am not connected to the internet via the ethernet. To do that, I would have to take the desktop computer downstairs so that I could connect the computer to the router / modem using the ethernet cable and that is not an option for me. I have never connected the computer to the internet that way. Years ago I used a dial up connection but when we moved here back in the early 2000's I have been using a wireless connection. So unfortunately, I don't think that is going to help. But I will review that information on Resetting Network Adapters in Windows 10. Thank You.

    You will only solve the problem if you identify the utility and change whatever it wants in its settings or just disable it since it might not be doing any good at all.

    You can try to find the utility that generates that popup by using WinSpy.

    I did download that Win Spy and read the information on that page. However, when I click the zip folder and click on the WinSpy64.exe nothing happens. I used file explorer and then tried using 7-zip to open it but nothing happens when I click that file as shown for the information regarding WinSpy.

    Did you extract the contents of the zip file? Just looking at the zip file contents is not enough.
    If so, did you double-click on the WinSpyx64.exe?
