Help Me Understand Hotspot and WIN10...please......

So, every time our internet provider's service goes down, I figure, no problem, I'll flip on Hotspot from my iPhone the phone is with a different provider. Well, in my searches, I find it's greyed out in Win10 because my internet provider is down.
So, what good is Hotspot if I can't use it when my provider is down?

I never had a problem on any other forms of Windows.....why did they screw this up so badly?

You are looking in the wrong place. The Hotspot in Settings on your PC is only for sharing your current connection so that your PC is a Hotspot that others can use, which you can't do as it is down.

Once you have set up the Hotspot on your phone you need to go to your WiFi connections, where you will see and be able to connect to it.

    Thanks.

My Hotspot seems to only populate when my regular service is working and NEVER shows up when internet is disconnected, even though it's a different provider.

Internet is back and now it shows my iPhone hot spot. I clicked and says connected. What will happen next time service goes out?

You need to check the settings on your iPhone. It seems to be only connecting to the internet through your WiFi. When your regular provider is down it has no connection to use to make a hotspot. Or it may be that having connected to your WiFi it doesn't automatically switch back if your regular service goes down, as it can still see the WiFi signal. If so you need to disconnect the phone from your WiFi so that it will use the internet from your phone provider, then it can be used as a hotspot while your regular service is down.
