USB Tethering running extremely slowly and erratically

My main PC is using Windows 10 Pro, it's fully updated, etc. The PC is working fine with anything else that I use it for.

USB Tethering from my smartphone is terribly slow on this particular PC, however the same smartphone (and USB cable) work nice and fast on a different Windows 10 PC and also a Windows 8.1 laptop.

I tried briefly disabling the virus checker on the problem PC but that didn't make any difference.

What I'm also finding besides the very slow connection is that the connection can also be erratic.

I know that the USB ports on the PC are okay because I have no issues with connecting any other devices.

    Any ideas please?

I'm ALMOST tempted to try and 'daisy chain' the connections between PCs, so tether the smartphone to the laptop then, using WiFi, connect the problem PC to my laptop, but that seems unnecessarily complicated and will likely be a problem to setup!

My PC has USB 2 and 3 ports and I've tried both.

One thing that I should also add is the erratic nature of loading some sites - they're all still terribly slow but I find that I can, for example, at least load google and reddit consistently while other sites won't load at all or only load partially (such as wikipedia). To reiterate: this only applies to my main PC. Email is also very slow to access, as are any updates to any of my installed software, therefore it's not a browser issue.

<bump> in the hope that somebody can help.
