I don't know what else could be suggested, you can try this, go to manufacturer website for your network adapter, download latest driver for your NIC and install (or reinstall) fresh drivers.
You can also create a new local account and check if problem persists there:
Add Local Account or Microsoft Account in Windows 10
If it works in the new account continue using it, transfer your data to new account and delete old one.

Personally, I'd try a Repair install even though it would be more in hope than expectation.
- It's a lot less work than a Clean install. In fact, it's hardly any work at all. You just start it off, select a few options then go and have a pot of tea.
- Despite its name, it's a repair procedure not an installation; it just re-copies system files.
- It does not affect your existing installed applications or your own files.
- Nevertheless, I always make a new system image before running a Repair install.

The single most important thing to note is that you run it from within Windows not by booting from an InstallUSB.

I suggest you try zebal's suggestion of reinstalling the display driver first.
It's not much effort & it might fix the problem [display driver corruption can have quite bewildering effects].

I think settings can't be simply backed up, you can export your bookmarks to HTML file and import it later with ease.
To backup opera setting the easiest way is to sync your settings and everything that can be synced (sync feature in opera), then login to opera later to restore, otherwise it should be possible to backup opera profile directory but I don't know of any good tutorial.
Btw. @Try3 mentioned graphics driver (by mistake?) which you can also try, so reinstall latest GPU and LAN drivers.

btw. trying out stuff in the new account is only troubleshooting method, if it doesn't work then you don't need it.

Yes, I misread zebal's post. I read what I expected instead of what he wrote.
I often suggest downloading & reinstalling the display driver from the computer maker's website / display card maker's website when faults have a visual symptom.- This can be helpful even if the new driver version is exactly the same version as the existing driver.
- I ought always to precede the idea with suggestions to test the computer in Safe mode & also in another user account.- Only if a fault does not happen in Safe mode but does happen in another user account is it worth reinstalling the display driver.There is no diagnostic test for a display driver having been corrupted.- Reinstalling it is just a means of eliminating it from the possible causes of a fault.
- Display driver corruption does happen and its symptoms can be anything that does not behave the way it should onscreen or during sleep & hibernate.
- I get the impression that display driver corruption does not happen in Windows 10 at anything like the rate it did in Windows 7.
