Your screenshot shows that you cannot project TO your PC, but that's not what you want to do. You'd like to project FROM your PC to the Smart TV.
Miracast is a Wi-Fi direct connection between two devices, so at a minimum your PC needs Wi-Fi, and your Smart TV needs to support receiving Miracast over Wi-Fi. My Smart TV doesn't support Miracast. I use an HDMI cable to be able to put my PC's desktop on the TV.
These tutorials give more details on using Miracast.
Check Miracast Support on Windows 10 PC
Connect to Wireless Display with Miracast in Windows 10
I checked to find out if my system supports Miracast from the link you provided and it says
Miracast: Available, no HDCP
When I try the next link I get this, It is a bit confusing one thing says it is available but then when I try to access it it says it isn't supported. I'm trying to figure out what in my system makes it not supported??
Miracast requirements:
- Graphics driver must support Windows Display Driver Model WDDM 1.3 with Miracast support
- Wi-Fi driver must support Network Driver Interface Specification (NDIS) 6.30 and Wi-Fi Direct
- Windows 8.1 or Windows 10
Do you have latest Nvidia video driver? The latest for the GTX1060 is: Version 531.29 Release date 03/14/2023
Is your monitor connected with a DVI or HDMI cable?
Does your monitor support HDCP? If it is not too old it should.
Open the Nvidia Control Panel and select View HDCP status
To display wirelessly to another display
1. Select Connect
2. Select display to connect to

Windows 10 pro
I just got the notification for latest graphics driver and will install it later.
as for the other questions,
You don't have a Wireless Card installed on your PC, so Miracast is not possible.
Even if you installed a PCI-E Wireless Card compatible with Miracast the MOBO is rather old and may not support it.
