    Don't forget this as well:

    Any Smart TV will go through your Router via Wi-Fi, unless there is an Ethernet port available (on the TV) and you have a wired hub.

    Also note that this Smart TV that supports WiFi-Direct can maintain two WiFi connections at the same time.
    Connection #1: WiFi to router
    Connection #2: Wi-Fi-Direct to phone, laptop, etc.

    Each one of these connections is independent. Connection #1 is maintained continuously as long as the TV and and router are turned on. Connection #2 is a temporary connection and is only maintained as long as the connecting device requests it.

    I looked at the pdf. You must first connect the anycast dongle to your wifi via the browser (by default it will be better) of the laptop and by entering in the address bar the ip indicated in the instructions or that indicated on your tv when the dongle is on.

    If the dongle is not connected to your router then you must connect to its ssid with its password, then launch the web browser of the laptop and enter the ip address of the manual or that indicated on the tv.

    Start by turning on the anycast dongle and choose the hdmi input on which it is connected with the tv remote control. You should see something on the tv screen and then maybe the dongle will send its ssid into the networks available to your laptop.

    "If AnyCast connected to your Home WiFi Network/Router, then
    please connect your phone or laptop to the same Home WiFi
    Route. Launch the Web Browser on your Phone or Laptop,
    then access the IP address 192.168.203.1 or the IP shown on
    the TV's main screen to enter the AnyCast Setup Page.

    If AnyCast Dongle is not connected to any Home WiFi
    Network/Router, Anycast displays its own WiFi network &
    Password on the main screen. Connect your Phone or Laptop
    with AnyCast's WiFi, Once connected launch the browser and
    enter IP 192.168.203.1 to open up the setting portal. Navigate
    to WiFi settings and connect the AnyCast with your home WiFi
    network.

    According to the instructions on the vendor's website when you connect the Anycast dongle to your TV and select the correct HDMI input it should show a screen similar to this:

    The SSID that is displayed is what your Windows 10 PC/Android device is supposed to connect to with Miracast for screen mirroring.

    The network settings for WIFI are for Airplay/Chromecast and not needed for Miracast according to the instructions.

    The apps to download also are optional for Miracast on Windows 10/Android.

    As I said before, Miracast does not use your WIFI, it connects devices directly to each other with WIFI direct.

    It would be helpful if you could try connecting your laptop with another Windows 10 PC or Android TV at a friend/relative's house to make sure Miracast is properly supported on your laptop.

    This is not what the procedure for windows 10 says in the manual. You must first connect the dongle to wifi and on the same router as the laptop.

    What you stated the op has already done it didn't work. It didn't work for me when I connected to my tv's ssid when I did my tests. It doesn't matter the op can try retrying all the options. As I said it must connect to the ssid of the dongle then open the browser of the laptop, enter the ip address indicated in the manual, go to the wifi options of the dongle on its page and connect it to the wifi of the router. Then start the miracast projection.

    Or if the ssid of the dongle does not appear in the list, launch the browser of the laptop and do the same procedure indicated above.

    Edit: No, the OP has not already tried miracast projection with the connection to the ssid. I misread the first post.

    I believe you are saying the Smart TV to the router? Not Miracast.
