Then you are getting what you are paying for minus the overhead that comes with wifi.
See that's where I get confused. My download speed in Steam for example is 28MB/s average. Takes a couple hours to download a 60gig game. Forza 5 takes half the day but I think that's just a limiter within windows which I think I fixed.
If your average was 28 MB/s then you should have download 60GB in about 36 minutes. If the download took 2 hours that make the download speed only about 8.3 MB/s.
Steam itself doesn't have a speed cap. However, the Steam servers will vary the download speeds depending upon how much traffic they currently have.
I have 1200/35 Mbps Internet. My laptop has 802.11ax wireless. Running Speedtest gives 875/44 Mbps.
I just downloads World of Warships (53.4 GB) from Steam. The average download speed was about 85 MB/s. The download completed in about 11 minutes.
