What you need is a ddns web address. Then you do not need to worry about the ip address. Some sites host them for free.

Can confirm it works absolutely fine for me - sends emails when I use the test button without issue so like Rick I suspect you have something misconfigured.
Also it can be a bit slow to show the external IP when it starts - it shows Service Down - but it soon sorts itself out.
I have to agree with the post by @cereberus that a ddns web address seems to be the most effortlessly way to go to save an app running constantly locally.

I use no-ip.com dynamic dns service which my router manages for me, but they have ddns software too. I just went ahead and paid the something like $19 for the whole year instead of having to manually refresh the subscription every month. <lastname>.mynetgear.com always gets me to my network.

I did investigate DDNS services a few years back. I can't recall why but I decided not go go that way. I'll investigate again.
In the meantime i was successful setting up TrueIP. I had to try a different port than what Yahoo tried. In addition I had not inserted the correct From Address...
