Where does windows connect to check if a network has connectivity?

I need to whitelist something in AdGuard because when it's running on my phone and I'm tethering, it blocks whatever domain windows connects to check if the wifi network has internet or not.

When it's blocked, I see the disconnected symbol, yet browsing works fine.

    What to whitelist?

The Network Connection Status Icon [NCSI] shows the not-connected icon unless it gets the proper response from
    www.msftconnecttest.com/connecttest.txt
If you do connect to it properly, you'll see a webpage that just contains the text
    Microsoft Connect Test

Network Connection Status Icon - MSLearn

    Thanks for the rep.
I'm amazed that AdGuard would block such an essential web address.

    Best of luck,
