Windows 10 is ignoring 100 mbps full duplex setting

I've had an issue for about 2 years now, which is apparently causing my Windows 10 Pro to completely ignore any cmd or speed & duplex setting. Before you say anything, no, my cable is not damaged at all, I've got an ethernet cable that runs 100 mbps smoothly on other computers that are connected to it, however when I have it plugged into my pc, windows just caps the speed at 10 mbps. I've tried absolutely everything that I could think of, which ranges from editing group policies, doing netsh stuff in the cmd and powershell, managing services, changing speed & duplex settings to resetting windows.
The necessary thing that I'd like to mention, is that I'm a 100% certain that my PC can stand 100mbps connection, as I had come to a fix to this situation before, unfortunately which was only temporary.
This problem is getting me headaches constantly and I've run out of ideas, so I sincerely beg you guys to please help me and educate with some magic that maybe no one is familiar with

Motherboard: MSI B450 TOMAHAWK MAX
CPU : AMD Ryzen 5 3600
RAM: Corsair Vengeance 2x8Gb 3200mhZ
GPU: EVGA RTX 2060 Super

Honestly, You should upgrade your network to Gigabyte Ethernet.

If the problem is recurring you could also install a third party PCIe Ethernet adapter to fix the problem...

It is a compatibility problem or planned obsolescence... But I would rather follow the latter.

I have tried updating to gigabyte ethernet but it didn't help. And there's no way that this is planned obsolescence since this started a few months later after buying the computer

So your network is currently Gigabyte and your computer is only able to reach 10mbps ? Right ?

yes, absolutely, and it doesn't matter what duplex I choose it still doesn't change.

What is written on your Ethernet cable ?

Have you tried other Gig capable device at the same emplacement ? what where the results ?

What is the current Driver version you have and the model of the Ethernet controller reported in device manager ?

Everything is all right with my cable as I've mentioned before, I've tried the same cable with other computers, so probably it's the motherboard or OS that's messing things up.
I've got the latest realtek family controller and it's drivers

Make a small partition and install windows on this partition and check the connection speed with default windows driver and latest motherboard driver.

You can also try with a PE compilation Like Hirens or Strelek. To see if it is related to your Windows install...

But Adding a PCIe Ethernet adapter of another brand looks somewhat Stupid, but it Solves, and it costs peanuts.

If you know your cable is good, Drivers are good the board is good then it leaves only one culprit. The Adapter itself.

Since it occurred a little after you buy it, I suspect a defective chip that you probably should have RMA on discovery.
