firewall off, opened ports in router for PC, ports still closed

I am trying to get Yawcam to be able to to be accessed remotely by the internet or honestly on the LAN too.
I went into the Fios router and opened the ports 8888 and 8081 just like Yawcam says to do.
I created in and out bound rules in windows firewall
But when I check with online port checkers and Yawcam utility, there is no connection, always closed.
I turned off windows firewall, still no open ports

So what am I doing wrong?
    some pics

I called the rules Yawcam in, Yawcam out, all ports are open for the app

    Yawcam is allowed access.
BUT nothing seems to check out?

I just added yawcam.exe to the approved firewall program list, but still no go. Is it possible it is working but the online checkers dont work?

YES, I just went to the site and can view on my phone, so it is working, even though both the Yawcam are you online test, and other ports checkers fail

So far this is the only webcam software that sort of works for me over the internet or even the lan. I can connect to the stream over the internet away from my house. You use your WEB side IP and put in :8081 when streaming.
But I have noted some Yawcam glitches, the app sometimes shuts down silently, it quits. Sometimes the stream quits, sometimes it is more laggy than other times. I switched it from javascript to mjpeg and set the stream timer to 10,000 seconds from 60 seconds. may have helped a little. when the stream quits, it usually reconnects on my phone if I click the url again.

See as I was typing in the phone image said offline, and no streaming visible, but refreshing the phone I see the stream again.
I dont know where the issue is, network, webcam, software, who knows. I use Verizon Fios High speed internet.

I typed in the "IP adress:8081" on the same PC web browser and get a good connection

    Thanks.
My thread was when I was configuring Yawcam on my win11 pc.
My plan was to learn it at my desk, then install it on the downstairs TV PC near the front door, but it seems that wont be happening now.

I can tell you this is a common enough experience for me over the years. PC's give me lots of troubles.

    Wont work for USB camera.
BUT, I found Contacam, and so far it is working on my win11 test PC
It does email notify, motion detection, a web server to view live feeds on phone or PC, seems to have everything that Yawcam had, and does not use JAVA
    Windows Search: conta cam

I found ContaCam is a great program, and completely functional, also has an apache webserver. I can watch the stream on the internet coming from the usb web cam. It has a lot of functions, motion etc...

I have it sending to gmail an email with animated gif of the motion detection, and gmail has a forward to MMS function so my phone gets a MMS message and I can view the animated gift right there, and it works fast.

i can go to web site of my WAN:PORT and watch the camera stream, delete files etc...

And it is intuitively easy to get going.
