and so far it is now fixed, no more game lagging just wonder what Game DVR is meant to do, if it just causes problems

That is completely different from your first post.
A ridiculous video, Regedit fanatics method, the most complex and potentially error prone way of simply switching off the DVR, no explanation either.
It can easily be done from Windows settings.
Settings > Gaming > Xbox Game Bar > Off.
Settings > Privacy > Background apps > Xbox Game Bar > Off.
The Xbox game bar DVR is nominally used for recording videos of game play, however it can also be used for video recordings of other material.
It first saw the light of day as an App around 2013 during Windows 8 and has subsequently been included in Windows 10 with added features as you would expect.
FPS going lower is not lagging.
