No internet despite network icon showing connection

So for the past year or so I've had an issue where my internet will go out for a few minutes(as of late it has now gone up to as long as an hour) but the network icon on the bottom right will still show me as connected to the internet. Troubleshooter is no help.

I have also been doing ping test and I'm experiencing packet loss. I live in an apartment with internet and my room has a Ruckus wall switch on it. I'm directly connected to it, no router.

I have tried resetting the switch and even reinstalling windows. The latter seemed to have worked but the issue is back now.
It's not my ethernet cables and my ISP says everything is fine on there end(which I don't believe as they customer service is hopeless).

My fear is that I have a bad NIC. My motherboard is an MSI B360m bazooka.

You could add a PCIe NIC and disable the onboard NIC, see what that does for you. I just did this for an older Dell Optiplex with a non-working NIC. Got a TP-Link TG-3468 PCI-Express for under $9. Works great.

    Open a cmd prompt type
    Ipconfig /all

Post results when working and when stopped

It could well be something further down the line than your ethernet cable such as an intermittent connection in the apartment block's network wiring.

Windows only updates that network icon if it detects that a change had taken place that warrants a re-check.
    - I sometimes find it convenient to block my own internet [such as while I've my backup drives connected] and I do so in a way that avoids telling Windows. It will happily sit there for an hour or more telling me that it is connected to the internet when I can see that there isn't a connection at all.

I suggest you start by asking your neighbours what happens to them.

I can give you are PowerShell script that you-they can run to check internet connectivity if that's any help.

    UPDATE:

So since posting this my internet had gone completely out(and just now came back). Turns out it wasn't on my end at all but rather the ISP.

So your ISP's WAN cable is connected to a switch ? Is that right ?

No, there iw a switch/access point in my room I plug in Ethernet cables. Something is wrong with it. Apparently there have been internet issues throughout the whole complex
