Can't copy a specific file from NAS

I have a BAT file that copies files from my NAS to my system, then back when I am done with the program.
There is one specific file AUTO2.FIL that gets an ACCESS DENIED error when copying from NAS to computer. It is nothing in the file because I can create a new empty .txt file and name it auto2.fil and it will not copy. I can also change the name to auto.2.fil and it will copy. There are about 10 other .FIL files and 2 other AUTOn.FIL files and they copy fine.

All the files copy back from computer to NAS.

It is a Synology NAS and Synology cannot duplicate the issue so it must be with my W10 installation.
I tried XCOPY and COPY in the BAT file. XCOPY stops at the auto2.fil attempt, COPY gives the error and finishes copying the rest of the files.

    BAT file commands
    xcopy /Y "\\12348\ruggb\Automobile Tracker 6.5\*.fil" "C:\Program Files (x86)\Auto\Automobile Tracker 6.5"
    or
    copy "\\12348\ruggb\Automobile Tracker 6.5\*.fil" "C:\Program Files (x86)\Auto\Automobile Tracker 6.5"

On another computer, I get access denied for all files, but I can copy/paste the file on either computer.
This may be associated or it may be another issue. I just used this to test and I may have missed a setting.

What is it about that file name, auto2.fil, that is causing an access denied error?

update: the access is being denied by W10 to copy that file into the Program Files (x86) folder. BUT, it will copy all the rest. The issue is the same on the laptop, but it disallows all the files. Why just that filename on the desktop and what do I change on the laptop to allow copying into the PF folder?

BTW, this has previously worked for a long time with older versions of W7 and W10.
