Using winver you can check, or Settings, About.
As to whether a particular PC is offered a particular feature upgrade..
a. a MS safeguard hold may apply (see tutorial)
b. group policy can be used to defer feature upgrades
c. Windows Update may be disfunctional or disabled by various means
d. the roll-out of feature updates is phased- some get it earlier than others.
Note that some feature updates are major - i.e. all the system files are replaced- whilst some are minor - enablement packages.
The former can be rolled back, by default within 10 days, extendable.
The latter can be uninstalled.
