Cannot fully access 'Settings'

Firstly this is not my computer problem.

A friend of mine has resurrected an older HP laptop computer running Windows10 that he wishes to use. We cannot connect to the internet to update his o/s. On his taskbar there is an internet icon showing ONLY Airplane mode and nothing else! Clicking on this did not turn off Airplane Mode nor did we have an icon for Wifi !!

Tried to access Settings via Windows Key +I and all that came up was this Airplane Mode, no full access to Settings. So I cannot access Wifi etc. to help resolving lack of internet connection.

Any ideas please?

Turn On or Off Airplane Mode in Windows 10

BUT, has Device Manager been checked in the Network section for an 802.11 adapter? Hopefully it will show as n but may be g, n is faster, current/new ones will probably be ac or ax. Also check the BIOS to see if it is Enabled as Windows won't otherwise know about it.
