Likely find that he has Rogers gigabit and it is over provisioned seeing as gigabit cable tops out around 940 mbps.
Indeed, I have Rogers gigabit. I called HP Canada earlier this morning and they said my PC warranty is expired (lol) and they charge $50 for a one time troubleshooting (without guarantee) over phone. Talk about scam haha.

I am beginning to suspect the issue is with the motherboard incorrectly recognizing the PCIE x16 as x1. If so that would be very unfortunate, as I would have to consider returning the network card. I can provide more photos of the PC internals if needed, any help is much appreciated.

Might as well return the card as unless Rogers gives you a modem/router that has a 2.5 gigabit port on it, you will never get faster than what you get with the onboard lan.

Oh and the only reason the half trained agent said anything is because he really has no clue what he is talking about. The reason you have 1200 (based on what you were told) is because Rogers overprovisions to get the connection as close to 1 Gbps as possible.

Do you have 2 network cards installed? And if so, is the old one a pcie card?

If you have connected the new card to a different ethernet port than the old one, it is possible that this one is configured for 100mbps in the router's options.

You can also try uninstalling the driver for the new network card to see if windows installs a different driver and improve the speed.

If the first card is pcie, remove it.

The origianl card is soldered into the motherboard, it will be very difficult to remove (I don't have the right tools).

I have decided to return the new network card, thanks to everybody who tried to help me here. Really helpful forum :)

    Did you solve problem?

Hello I'm having almost the identical problem and wonder if you ever identified a solution? I have an old HP elite 8500 mid tower with an internal NIC that gets me 950Mbps. However, Xfinity is giving me 1.1 GB speeds with their XB7 modem with the 2.5 GB port. So I bought a 2.5GB NIC card (Intel (3) i225-V and installed the latest driver) and installed it on the only available slot PCIe x1. The system recognizes it is a 2.5B card, and the XB7 has recognized it is a 2.5GB connection but instead of 950Mbps or faster I am getting 200Mbps. And I have no clue why. I have Cat5e cable and even tested it with Cat6 cable and no change in speed. So did you find anything else out that could help solve the problem? Thanks.

I just want to update here for future visitors who have this problem. I changed the designation from 2.5Gb to 1.0GB Full Duplex and the speed jumped from 150Mbps to 950Mbp[s which is the same speed that I get from the internal NIC card. So the installed card gives me the same speed as the internal card but not the 1.1GB speed that the Modem says I should be getting. Also the Xfinity modem shows an orange light at the 2.5Gb port rather than the green light when the designation was 2.5 GBps. Large packet size has had no effect effect on speed.

I wonder if to have more than 1 gigabit currently it is not 100% reliable, at the level of the OS, the drivers and the modems/routers.

The only guess I'll make, have you disabled the onboard ethernet adapter on the motherboard? There may be a conflict if it hasn't been disabled. If it has not been disabled I will uninstall the pci express ethernet adapter driver, disable the ethernet adapter in the bios, reset the network in windows. And finally install the PCI Express adapter driver.

A lot of people have complained about the 2.5Gbps port on the XB7. Most people have this problem although at least one person said he is getting the expected 1200Mbps from the 2.5Gbps port.

Xb7 2.5gb port not supporting full speed. Runs at 100mbps.
