    Indeed, if Windows fast startup is enabled, rebooting and shutdown isn't the same. With fast startup, rebooting restarts everything anew, while shutdown/power on restores some processes in the state they were before shutdown.

    When everything works well, how do you connect manually to Wi-Fi ? Do you choose the ESSID in the Windows-provided list and click Connect without checking the Connect automatically checkbox, or do you use third party software ?

    well, I have decided that there is no problem with me or my system and that the source of this anomaly is owned by a ghost in the machine. I have deployed the perfect weapon and have defeated this foe. Long ago I designed a custom power management menu that contains, among other useful functions, my own custom restart and shutdown functions. I simply added the 'disconnect' command to these two processes. thank you everyone.
