I have no problems with downloads using TOR

The logs started and ended on 4/2.
They were in a foreign language and could not be scanned.

Just try re-starting TOR - different connections can give different speeds.
At least the download works !! So problem is probably with your ISP / Firewall settings / Computer security settings.

Try (not usually to be recommended) to switch firewall off and if you have any local / security policies set in Windows switch those all off too - or make them minimal settings, After you've got your content restore security of course.

Switch off any 3rd party A/V software e.g Malwarebytes. kaspersky, Norton etc. On Windows 10 100% totally unnecessary - WD is more than good enough these days.

I can't diagnose remotely but if you are allowed to access the website in the first place downloading shouldn't be an issue.

I don't know what country your ISP is in but UK, China (People's republic), Iran, N.Korea are the worst for Internet blocking and throttling. UK as a so called "Free Country" should be ashamed as it shouldn't be in the same league as N.Korea on this sort of stuff -- especially as it invented the Internet in the first place - in spite of what people in the USA say -- google Tim Berners Lee !!) .

USA also has some problems but there's alternative providers there so easy to find another ISP.

Open administrative command prompt (ACP) and type or copy and paste:

WMIC /Node:localhost /Namespace:\\root\SecurityCenter2 Path AntiVirusProduct Get displayName

When this has completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
