I am running out of ideas here, perhaps someone else might be able to offer some help.
if you cannot find a solution, then the following is an alternative last option . . .
Information & Tutorials:
This is aNon-Destructive Process
which keeps ALL your Apps, Programs, and Personal DataIntact

IMPORTANT: This is an extract from the Tutorial below . . .
- You will only be able to do a repair install of Windows 10 from within Windows 10. You will not be able to do a repair install at boot or in Safe Mode.
- You will need at least around 10 GB + what Windows is currently using of free space available on the Windows drive.
- The installation media (ex: ISO or USB) must be the same edition and same or newer build as your currently installed Windows 10. If it's not, then the repair install will fail.
- The installation media (ex: ISO or USB) must be the same base language (aka: system default language) as your currently installed Windows 10. If it's not, then you will not keep anything.
- If you have a 32-bit Windows 10, then you must use a 32-bit ISO or USB.
- If you have a 64-bit Windows 10, then you must use a 64-bit ISO or USB.

Basically . . .

[2] Right-click theISO
>Mount
.
[3] OpenFile Explorer

The ONLY downside is that you could possibly lose some of your personalizations.
Recommendations:

2. History: (so often omitted by posters):
a. Has this device worked satisfactorily on this connection previously?
b. When did this problem start?
c. What happened around that time? E.g. Did you receive an upgrade or update?
3. Try running the troubleshooter shown bottom right, and post a screenshot fo the result:

Yes, same problem with safe mode.
a. Yes, this device worked perfectly on this connection
b. I don't know when this problem start, because i rarely download files on the internet, I noticed this problem yesterday.
c. I did the Windows updates
The troubleshooting keep telling me "Couldn't identify the problem"
And i've already restored the windows defender firewall settings but it doesn't work
Now i've downloaded the same file on my phone with the same connection without problems
Which updates were those- including any driver updates?c. I did the Windows updates

How much free space do you have on C: ?
Ok, please create a new user for test purposes. Log in as that user and report what you find.
An in-place upgrade repair install has been previously suggested. Although you've upgraded to 20H2, that upgrade will not have the same effect. However, if you don't experience the problem when logged in as another user, an in-place upgrade repair install will not help you.
