I can't download anything with browsers

    I don't think you've yet eliminated hardware issues - port on your router, and using a live boot disk... that's just basic elimination.

    Also please post a screenshot of your task manager when the download speed has reduced (Processes tab) organising any columns of interest high to low.

    when the download starts:

    when the speed drops to 0 b/s:

    Do you have access to your router.

    Check if somebody limited your connection. Connection can be limited to MAC address, IP address, and depeneding on router also by protocol.

    The only odd thing I can see there- other than there's almost no download activity as we know in the 2nd- is the amount of GPU activity.

    You can explore these as applicable: (ignore the strange '403 forbidden')

    403 Forbidden

    to check these limits do not apply.

    Check you have no throttling applied in Chrome:

    I don't find any problems with my router or with IP or mac addresses, I tried to reset the router and the extender but nothing

    No bandwith or data usage limit and no throttling on chrome

    I was able to download a 500MB file without any problems, but when I try to download the same file again, the problem comes back and the speed drops to 0

    Yes, because this is a small file and i can download the file before the speed drop to 0. I can download big files from browsers only with a VPN

    yes but I don't know what. The last thing to try is a clean install of windows 10 i think
