Something is still not clear to me. You said in your first posts that you can't download from some sites. Or from all sites? One of problematic downloads is from mediafire, or the other from similar sites?
I have this problem with all sites but only when i download Big files.

And you said it works if connected via mobile hotspot. YOu 're using Wifi stick for this? Otherwise Wifi causes the same problems?

I'm using a USB wireless adapter to connect to my mobile hostpot and i've no problem downloading with my hotspot. If i connect the Usb wireless adapter to my Router i can't download big files because the speed drop to O B/s

And you have also checked your router.
Simple reseting is sometimes not enough - you have to restore factory setting - usually by pressing reset button for 30 sec, or do it in settings page

All this makes me believe that the cause could be your ISP. But other computers can download large files. Didn't hear that ISP differentiate computers on the same connection, what brings us back to your router.

One question, are you using a mobile hotspot device? What I've had to deal with for a couple of clients used the cellphone companies' device, connected through their cell towers rather than through the subscribers Router. One was traveling every summer and could use their device in a number of areas without relying upon free open Wi-Fi connections.

The cellphone hotspot is a completely different system and that does suggest there's a problem with your ISP, incoming line to the Router, the Router, the connection/s between computer/s and Router, etc.

Using cellphone runs into a data-transfer limit quicker than using an ISP.

My system is easier to diagnose as I use a separate Modem from the Router, can bypass the Router and Network to just one computer to check, the Modem is a PoE/Power over Ethernet and uses a dish for Wireless DSL from towers a couple miles away.

The prominent cellphone companies in my area are Verizon and AT&T.

There is a motherboard bios update, this was said by Zbook. Did you do it?

Go to google chrome settings-> privacy and security-> security-> choose "no protection" and restart chrome. It is an overlay of protection of google compared to the antivirus, except for the extensions. But if the problem is solved you will choose a browser only for downloading and without extensions, the others with extensions. Firefox must also have an unnecessary overlay of protection.

If this is not solved try the first 2 solutions from this link below. This is valid for downloads that stop. If the first solution is configured like you, then try "restore all zones to default level", click on "custom level ..." and "reset ...". Test downloads and if this is not resolved, go to the second solution in the link.

If the second solution works, it is not a sustainable solution, it disables the antivirus for file downloads.I think there is something going on with your computer hardware and windows automatic network configuration, and maybe with recent windows builds or latest windows updates, because it worked before.

Then you should try a clean install of windows 20H02 without a network connection. If at the end of the clean install there is a driver for your network adapter, test the downloads without updating windows. If that does not work install the last driver of the network adapter.

If that still doesn't work, try a clean install with your hotspot. If at the end of the clean install there is the driver for the network adapter, try the downloads without updating windows. If there is no driver, install the latest driver for the network adapter.
