Unable to Connect to Net Unless Doing a System Restore - HELP!

Hi guys.. sometimes I'm unable to connect to the net. But I'm able to connect after I do a system restore. I've noticed in system restore that 'windows modules installer' may be be the culprit. When I do a system restore going back to a restore point before this 'windows modules installer' was installed, I'm then successfully able to surf the net.

This all started last week when I installed Deluge, the torrent client. It asked to give permission in my firewall to connect. I dont remember if I did or not. But I noticed that after this when I restarted my PC I was not able to connect to the net until after I did a system restore.

I'm able to connect to but I dont want to keep doing system restores all the time.

Is there a way to reset the firewall or whatever it is?

When you run system restore under "description" column it will display why this restore point was made.
What does it say? can you take a screenshot?

Does this problem persist if you close down Deluge? (including in task bar)

I uninstalled Deluge more than a week ago. Despite this, yes, the problem persists. What do you suggest?

It depends how you uninstalled Deluge?

If you used their built-in uninstaller, it might have left remnants behind that could possibly causing the issue. You could try reinstalling it and then using Revo Uninstaller to uninstall it using the Advanced Scan option as mentioned below . . .

     Revo Uninstaller - FREE

    About Revo Uninstaller - FREE:

The Uninstaller module is Revo Uninstaller ‘s primary feature for situations when a program won’t uninstall normally or when you have some doubts that a program has not been uninstalled completely.

Also when a program is uninstalled, often times there are multiple files, folders, and/or Registry entries left on your system, which can cause various issues if not removed. This happens more frequently than you might think.

Revo Uninstaller acts as both a replacement and a supplement to the built-in functionality in Windows by first running the built-in uninstaller for the program, and then scanning for leftover data afterwards, making it your best choice when it comes to completely remove stubborn programs, temporary files, and other unnecessary program data that is left behind after the standard uninstall process.

I find that when uninstalling software, Revo Uninstaller [ FREE ] is excellent. It has an option to Scan for leftover items after the initial uninstall [ using the softwares own uninstall process if one exists ] using an Advanced Scan option.

    > Website & Download => Revo Uninstaller [ FREE ]

    I hope this helps!

    !
Today I did see and uninstall a leftover Deluge folder with files that Deluge's uninstaller didnt uninstall. I then ran regedit. I found some files in regedit that pointed to C:\Program Files (x86)\Deluge. But I couldnt find them in C:\Program Files (x86)\Deluge. This is very weird.

What do you think about using Total Uninstaller to completely uninstall all remnants? It seems like one click will remove everything but i havent heard much about this software as much as Revo.

I really dont want to reinstall Deluge. Can I still uninstall remnants of files left over without reinstalling Deluge?

Run---sfc /scannow---and---dism /online /cleanup-image /restorehealth---to see if they have any effect on the leftover files.
Check Reliability History for any relevant entries.

Have you tried restoring to a date BEFORE you installed Deluge?

I read the first post. I'm confused as to what the problem is.
If a system restore fixes things... then why do you have to keep doing system restores?
Are you repeatedly installing Deluge, over and over?
