i googled something more and found this thing
    BitMeter OS - Codebox Software
seems to be what i am after. simple free and with export data button, run on windows.
the only problem with a windows bridge might be output and input speeds will be aded and duplicated

NavyLCDR we talking something that 100mbits ethernet should be able to handle but to be sure the box i dig out from storage has 2 gigabit etherent adapters , i would be more afraid about the cpu not being able to handle heavy trafic if it was a router with dedicated os with heavy filtration aplied to the trafic

one thing i forget to mention , only foreign students are right now at the dorm and they all use some kind of vpn anyway so there is no much chance in mannaging that trafic other thanlimiting per client bandwidth at a router level (wchich i currently can't do because router is mannaged by the provider remotely on a wim)

problems with the bandwidth begun in december , both connection were never rock solid, but back then they start to hang up every 10 am for 30 minutes and that state deteriorated in school and dormitory at a different rates
but ever since one building got fiber optic wimpy connection instead of one from local provider (which in school work much more stable) the dormitory connection started to go crazy. We even disabled one of the school lines from that provider and moved all the bandwidth we pay for from school to add to dormitory, nothing has changed.

well the fun with that poor diagnostic software payed off
just after one day we figured out trough the phone with one of the internet provider company owners what was causing the hickups. and it wasn't what anyone expected, only i mentioned it loudly as a joke to the guy over the phone and it actually was the case
what was actually wrong was how the route of the internet was configured on the provider side of things, it is a pppoe connection and it was configured on the provider side to loop back trough our 2nd router in the other building where antena is located instead to go trough a switch on the roof directly to antena. and the other router is configured to basically do the same thing the other way. who knows why but we disconected both routers and configured a new one just to be sure.
fun part of it is, that was eu founded mistake because they put in papers of our connection that there is another school in our location and for some reason this is how routers were remotely configured (internet provider side, not those in our locations)

by the way maximal trafic measured overnight when connection was still functioning was 400kB/s Download / 300kB/s upload and the old radio connection is capable to push trough up to 40mbits/s / 10mbits back because this is the set limit (in practice we get something around 38mbits / 9,5mbits measured bandwidth but i won't fight for the missing 2)
so the connection was loaded to around 1/12th of it's full potential
